To support decarbonization and emission reductions, Jefferson Lab offers Electric Vehicle (EV) charging stations for employee, user, and visitor use.
Jefferson Lab integrates site operations with emissions reductions activities by implementing Electric Vehicle Supply Equipment (EVSE) throughout the site using an adaptive charging system by ChargePoint, Inc. Stations are located on both the Campus and Accelerator portions of the site and are intended to be mix use.
Currently, all stations will be available for employee, user, and visitor charging. As the government owned fleet vehicles transition from Internal Combustion Engines (ICE) to EV, the stations will adapt to accommodate commuter and fleet charging needs. Dependent on demand and usage from the EVSE units, additional stations can be added in the future to accommodate the growing demand for on-site EV charging.
All of Jefferson Lab’s EV charging stations are Level 2 (208V) smart units with standard SAE J1772 plug-in connectors.(**Note: Tesla drivers will require a personally supplied SAE J1772 adapter to use the charging stations.) These smart units enable Jefferson Lab to control access, collect payments, and manage electrical loads as part of an overall sustainability strategy for the Lab. Level 2 chargers are able to provide faster charging times than Level 1 (120V) EV charging stations, which are often found in residential settings, meaning EVSE users do not need to stay connected to a charger for an extended period of time to recover their lab commute mileage.
EV charging stations are currently located in the following locations:
CEBAF Center
- Six stations (totaling 12 charging ports) are located on the east side of the CEBAF Center F-Wing. These stations are open to employees and visitors of the lab. **Currently, due to Data Center Cooling requirements, only 3 stations (6 charging ports) are available to EVSE users. Once the remaining charging stations are available for use, the lab community will be notified. **
Technology and Engineering Development (TED) Building
- Three stations (totaling 6 charging ports) are located in the south service courtyard area in the rear of the building. These stations are open to employees, users, and visitors.
North Access Building
- Three stations (totaling 6 charging ports) are located on the north side of the North Access building between the Injector Service Building and the North LINAC. These stations are open to employees, users, and visitors with the required training to access the Accelerator site.
Employees, users, and visitors are permitted to charge their personal vehicles at the designated charging stations. Jefferson Lab is required to recover the costs of electricity, operations, and maintenance from EVSE users to align with the federal Fixing America’s Surface Transportation (FAST) Act. Jefferson Lab has adopted a low flat-rate charging rate structure to ensure an equitable recovery of costs. Jefferson Lab partnered with the Federal Energy Management Program (FEMP) and the National Renewable Energy Laboratory (NREL) to create the lowest, FAST Act compliant charging rate. Jefferson Lab also partnered with Dominion Energy to implement EVSE charging at the laboratory. Participation in this partnership reduced the cost of infrastructure and networking for the charging stations, which in turn reduces recovery and charging costs for EVSE users. The current rate, effective April 1, 2023, is $0.13/kWh.
In accordance with the FAST Act, the charging rate is subject to change as the cost of electricity increases. Any increases in the charging rate will be distributed through the Lab-Wide Communication System and published on this website.
The charging stations are managed through the ChargePoint app. This app is compatible with both iOS and Android devices. Information on how to use the ChargePoint app is located here. Users must download and utilize the application in order to use the chargers. There are no localized point of sale (PoS) options at the chargers themselves. Since ChargePoint manages all payment processing, charging station users are encouraged to register using a personal email address.
To maintain a secure campus, the EV charging stations are not available for public use. To utilize the chargers, employees, users, and visitors must create a ChargePoint profile and input an access code to make the stations available for use. The access code for employees and users is 224466 and the access code for visitors is 113355. Sponsors/Hosts are responsible for sharing the visitor access code with their guests in advance of their visit. Once the access code is entered into the ChargePoint app and a charging request is completed, the request automatically goes to the Charging Station Administrator for approval. After the charging request is approved, the user can see all Jefferson Lab charging stations in the ChargePoint app and select a station for charging. All charging stations are available on a first-come, first-serve basis. Due to the chargers being Level 2, EVSE users should not need to charge for an extensive period of time to recover their commute mileage. Jefferson Lab allows EVSE users to remain parked for free while charging. Due to the limited number of chargers, we kindly ask that users relocate their vehicles to a different parking location upon charging completion.
Jefferson Lab uses the ChargePoint Waitlist feature. In the event that all chargers are occupied, users can sign up to be notified when a charger becomes available. Once more charging demand data becomes available, Jefferson Lab may decide to utilization reservation and charging time limitation features to ensure charging station availability.
What are the basic operations for charging at the lab?
- Plugging a personal vehicle into any outlet other than the designated charging stations is prohibited.
- The charging stations are provided with an 18’ retractable cord. Cords should be kept off the ground and not be installed in a location that may cause damage, block walkways, or inhibit others from utilizing adjacent parking spaces. Some locations of charging ports on vehicles may require the user to back into the parking spot for easier plug in access. Cords should be plugged back into the charging station after charging is completed.
- The parking spots for the chargers should be utilized for charging only. Once charging is complete, vehicles should be moved to a general parking spot. EV charging locations are not intended for all day EV parking.

How is Personal Identifiable Information (PII) handled by the stations?
The charging stations are stand-alone units with cellular connections to the ChargePoint network. At no point is any information passed through the Jefferson Lab network. All PII, including payments and user information, are maintained through the ChargePoint network. ChargePoint is ISO 27001 and AICPA SOC 2 -SOC for Service Organizations: Trust Service Criteria certified. How to charge Jefferson Lab fleet vehicles?
At this time, the lab has made a request for electric fleet vehicles. When the lab receives these electric vehicles, a policy and guideline for charging the fleet vehicles will be made available. Currently, the lab does not have any vehicles that could utilize these charging stations. Once fleet vehicles are in route to Jefferson Lab, the employee, user, and visitor charging plan is subject to change based on the charging needs of fleet vehicles. The lab will continue to evaluate employee, user, and visitor charging needs to ensure availability of stations and charging demands.
How does EV charging affect Jefferson Lab’s sustainability goals?
Jefferson Lab is committed to operating the site in a sustainable and environmentally conscious manner. To ensure that the laboratory meets federal sustainable acquisition requirements, Jefferson Lab carefully reviewed and selected the ENERGY STAR and ISO 14001 certified ChargePoint CT4000 Model chargers. EV charging will provide a unique opportunity for the lab to reduce scope 1, 2, and 3 emissions in coordination with Federal and DOE decarbonization and emissions reductions goals. As the lab transitions its fleet from ICEs to EVs, scope 1 and 2 emissions related to business ground travel will reduce. Installation of reliable and accessible charging infrastructure means commuters will have the opportunity to reduce the laboratory’s scope 3 emissions by driving EVs or Plug-In Hybrid Electric Vehicles (PHEVs) to the site. Jefferson Lab’s electricity provider, Dominion Energy, is actively working to provide a cleaner grid and will be operating a 100% Carbon-Pollution Free (CFE) electric grid by 2045. In coordination with this effort, Jefferson Lab is on an advanced pathway to achieve 100% CFE by 2030. All EVSE users can rest assured that on-site charging does not transition carbon costing from one source to another and commuters will be doing their part to reduce the lab's emissions one trip at a time.
