Chapter 9:  

Evacuation Procedure for Drills and Actual Events

 

1.0             Purpose

Evacuation drills are conducted to familiarize staff with fire alarm and evacuation routes, test the process of accounting for all personnel known to be in the building, and evaluate staff response to an alarm. An actual event evacuation follows the same process steps as an evacuation drill minus preparation and alarm activation.

At least one evacuation drill, for the Required Buildings listed below, is performed each calendar year by the designated Evacuation Drill Coordinator and in accordance with International Fire Code; Section 405 Emergency Evacuation Drills and DOE G 151.1-4 Section 7.3.8 Accountability. An actual event, that causes an evacuation, may serve as a qualifying “evacuation drill” if it is documented as described in the procedure process steps.

2.0             Scope

This document describes the procedure used to conduct planned evacuation drills, including preparation, performance, and documentation.

3.0             Responsibilities

3.1              Evacuation Drill Coordinator

·         Prepare, perform, and document evacuation drills in your assigned building.

3.3       Fire Marshal

·         Facilitate the activation of the fire alarm system and restoration to normal.

·         Review, and if appropriate, approve, record, and distribute completed Evacuation Drill Reports. 

·         Update the Fire Evacuation Drill Completion Record and record it in accordance with department procedures.

3.4       Security Personnel

·         When advised respond according to established procedures.

4.0             Process Steps

 

Unless otherwise stated the Evacuation Drill Coordinator performs the process steps listed below.

 

4.1              Prepare for an Evacuation Drill

Step 1:            Recruit Monitors as needed.

Step 2:            Assemble Monitors and Fire Marshal. Discuss drill responsibilities:

·         Monitors will:

o   Ensure alarms can be heard in assigned areas.

o   Ensure all rooms are cleared of personnel.

o   Provide assistance as needed.

o   Report to Evacuation Drill Coordinator when all personnel have evacuated the assigned area.

o   Proceed to designated muster point.

o   Monitor the muster point. Ensure no one re-enters the building until the “All Clear” is announced.

·          Fire Marshal will:

o   Activate the fire alarm system.

o   Disengage the alarm.

·         Evacuation Drill Coordinator will:

o   Time the evacuation (record start and end times).

o   Provide the “All Clear” notification to those at the muster point.

o   Complete the Evacuation Drill Report.

Step 3:            Coordinate a date and time with the Fire Marshal.   

·         Drills should not interfere with planned activities that may be seriously impaired by a disruption (e.g.: conferences, large training classes, etc).

·         Reschedule the drill if the weather is unacceptable. If you reschedule, communicate with the Fire Marshal and security.

Step 4:            Notify On-Site Security of the planned time and date.

4.2              Perform the Evacuation Drill

Step 1:            Equipment needed: 

·         Blank Evacuation Drill Report

·         Pen

·         Stopwatch

Step 2:            Position the Monitors.

Step 3:            Initiate the drill:

·         Signal the Fire Marshal to activate the fire alarm system.

·         Start the timer.

·         Do not allow anyone to re-enter the building until authorized.

·         Ensure all Monitors report in.

Step 4:            Conclude the drill. When all Monitors have reported in:

·         Signal the Fire Marshal to silence the alarm.

·         Stop the timer.

·         Notify the Fire Department Incident Commander (FDIC) or the Fire Marshal of the status of the evacuation.

·         When authorized by the FDIC or the Fire Marshal, notify those at the muster point that they may re-enter the building.

4.3              Document the Evacuation Drill

Step 1:            Complete the Evacuation Drill Report and submit it to the Fire Marshal for review and approval.

Step 2:            Upon approval, the Fire Marshal records and distributes the approved report to appropriate Division Safety Officer(s) and ES&H Reporting Officer.
