Protection from Bloodborne Pathogens

 

1.0             Purpose

TJNAF considers occupational exposure to blood and/or other potentially infectious materials a medical emergency as it could transmit bloodborne pathogens (including hepatitis B, hepatitis C, and human immunodeficiency virus [HIV] infections). This appendix describes the process steps used to minimize and/or prevent exposure to blood and/or other potentially infectious material. The process for a post-exposure medical evaluation are also provided in the event that exposure does occur.

2.0             Scope

Only individuals trained and authorized by Occupational Medicine may handle regulated medical waste (i.e., any solid or residue waste contaminated by blood or other potentially infectious material) at Jefferson Lab. 

 

Jefferson Lab’s Bloodborne Pathogens Exposure Control Plan can be obtained by contacting Occupational Medicine and requesting a copy.

 

The steps in this appendix are performed in coordination with ES&H Manual Chapter 6800, Occupational Medicine.

3.0             Responsibilities

Note:   Management authority may be delegated to a task-qualified TJNAF employee at the discretion of the responsible manager.

3.1              Everyone at Jefferson Lab

Follow the steps as outlined below to avoid contact with blood and/or other potentially infectious material.

 

3.2              Bloodborne Pathogens Protection Program Participants

·         Ensure that required Bloodborne Pathogens Protection Program training is current and authorized by Occupational Medicine.

·         Prior to clean-up, position signs and/or barriers to demarcate areas where blood and/or other potentially infectious material is present.

·         Use appropriate personal protective equipment (PPE), engineering controls, and work practices to prevent exposure when handling regulated medical waste. Refer to Chapter 6800, Appendix T4: Regulated Medical Waste Management for appropriate disposal procedures.

·         Receive the Hepatitis B vaccination (acceptance form)

OR

·         Sign a Hepatitis B declination form

 

3.3              Supervisor, Technical Representative (TR), Sponsor

Ensure that individuals exposed to blood and/or other potentially infectious materials receive prompt first aid and medical attention. Refer to Chapter 6800, Appendix T2: Injuries and Illnesses Requiring First Aid or Emergency Medical Response.

 

3.4              Occupational Medicine

·         Maintain and provide Bloodborne Pathogens Protection training.

·         Facilitate post-exposure medical evaluations, when appropriate.

·         Maintain a medical record for individuals exposed to bloodborne pathogens.

·         Ensure that first-aid cabinets contain appropriate PPE.

·         Receive and store regulated medical waste and associated cleanup materials for off-site disposal (see Chapter 6800, Appendix T4: Regulated Medical Waste Management).

4.0             Process

Note:  Unless otherwise stated, anyone at Jefferson Lab may perform the process steps outlined below.

4.1              Minimize and/or Prevent Exposure

4.1.1        Clean up

·         Set-up physical barriers and post signs to prevent others from coming in contact with a blood and/or other potentially infectious material spill.

·         Report the blood and/or other potentially infectious material spill to Occupational Medicine (x7539) for cleanup assistance and follow their instructions. Contact Industrial Hygiene if Occupational Medicine is not available.

OR

·         Call Security (x5822) if outside of normal working hours.

4.1.2    Wash the Affected Area

After an inadvertent exposure to someone else’s blood and/or other potentially infectious material, immediately wash the affected area with generous amounts of soap and water.

4.2              Post-Exposure Medical Evaluation

 

NOTE:  TJNAF provides a medical evaluation and follow-up for any employee who has been exposed to blood and/or other potentially infectious material while at work.

 

Immediate Notification

Immediately notify Occupational Medicine of exposure to someone else’s blood and/or other potentially infectious material and follow their instructions.

 

If exposure occurs after hours

Go to the nearest emergency medical facility[1]. If possible, take the person whose blood you were exposed to with you. Notify Occupational Medicine as soon as possible, but not later than the next business day.
