Active Threat Emergency Procedure

 

 

1.0             Purpose

 

An active threat is defined as any incident which, by its deliberate nature, creates an immediate threat or danger to individuals. This appendix provides guidance to improve the level of personal safety for individuals and groups at Jefferson Lab. 

 

2.0             Scope

 

This appendix provides guidance for those in immediate and imminent danger. 

 

The process steps for this procedure are performed in coordination with ES&H Manual Chapter 3510 Emergency Response Activities.

 

Jefferson Lab uses the guidance provided by the Department of Homeland Security (DHS) as the basis for this active threat procedure

   

Be aware that in addition to firearms, it is possible that other types of weapons or instruments may be used by those who wish to cause harm.

 

3.0             Responsibilities

 

3.1              Everyone at Jefferson Lab

·         Run, hide, or fight, as appropriate to protect your own life.

·         Abide by directions of the offsite emergency response personnel.

 

NOTE: If you see or hear activity that is not an active threat, but meets the following scenarios, immediately call 911 or 9-9-1-1 (Offsite Emergency Responders) and 269-5822 (Jefferson Lab Security). 

·           Brandishing or discharge of a firearm.

·           Suspicious property damaged or injured person(s).

 

4.0             Immediate Response Steps

 

IF

THEN

You are in immediate danger

As appropriate:    Run

                                Hide

                                or

                                Fight

You are not in immediate danger

Abide by the directions provided by Jefferson Lab’s emergency response system. 

 

NOTE:  Jefferson Lab’s first response is to declare a “Lockdown” of the campus.  This means:

·         Take protective cover, preferably indoors, even if there is no imminent danger. 

·         Stay in place, away from the vicinity of the active threat; and

·         Await an “All-Clear” notification or other instructions from Jefferson Lab or emergency responders.

 

4.1              Run (i.e.: Evacuate)

 

Have a destination in mind. Know where you are heading and have an alternate route in case the main route is blocked.

·         Get out of the area, if you are able and deem it safe to do so.

·         Leave personal belongings behind.

·         Warn others as you move along. Do not wait for them.

·         Keep your hands visible.

 

4.2              Hide

 

Shelter-in-place if you are unsure where the active threat is located.

 

                                                                        Step 1:            Find a Safe Hiding Place – somewhere that is:

·         Easily defended.

·         Out of the intruder’s view.

·         Secure (i.e. can be locked).

 

                                                                        Step 2:            Secure the Area

·         Close, lock or otherwise secure, the door.

·         Use furniture or heavy objects as protective barriers.

·         Turn off the lights.

·         Close the blinds.

 

                                                                        Step 3:            Protect Yourself

·         Silence cell phones and/or pagers.

·         Spread out, and away from other individuals.

·         Stay on the floor, behind furniture, fixtures, or other available cover.

·         Do not peek out to see what is happening.

·         Remain quiet.

 

4.3              Fight

 

If running or hiding is not possible, everyone has the legal right to use necessary force when in imminent danger. This right allows individuals, acting on their own behalf, to engage in the level of force necessary to defend their own life or the lives of others.  If you must fight, you must commit to your actions.

·         Throw items.

·         Improvise weapons from supplies on hand.

·         Make noise: yell, scream, and bang on things to cause a distraction.

 

4.4              All-Clear Notification

 

In the event of an actual active threat emergency, Jefferson Lab will communicate through its Emergency Notification Systems. 

OR

Wait for offsite emergency response personnel. They will identify themselves and provide necessary instructions.

 

5.0             Supplemental Information

 

When Law Enforcement, Emergency Responders, and Media arrive act in accordance with the following guidance.

 

5.1              Law Enforcement Officers

           

During an active threat event, responding officers will treat everyone as a possible suspect. To avoid confusion:

 

·         Remain calm, and follow officers’ instructions.

·         Put down any items you are carrying.

·         Raise your hands and spread your fingers.

·         Keep your hands visible at all times.

·         Avoid making quick movements toward officers.

·         Avoid pointing, screaming, and/or yelling.

·         Do not stop to ask officers for help or direction; just proceed in the direction indicated.

 

5.2              Offsite Emergency Responders

 

Emergency Responders are comprised of additional officers and emergency medical services personnel. If called upon, willing, and able, you may assist according to their instructions.

 

5.3              News Media

 

Refer all questions to the Communications Office (x7689).

When asked by media personnel and other individuals for information, direct them to the Communications Office.
