- This process covers all work performed at Jefferson Lab, with the exclusion of Construction subcontractors. Each division/organization changes its work controls and processes to their activities; however, all follow the same guidance as outlined in this procedure. The five Core Functions of Integrated Safety Management (ISM) provide a solid basis for work planning and control (WPC) at Jefferson Lab. The critical steps in the WPC process include defining the work scope, identifying the associated hazards, developing and implementing controls, performing the work under those controls, and identifying ways to improve the next time the work (or similar work) is done again, hazard identification and control, along with work authorization, and work release complete the WPC process.
This document delineates the process for WPC using the electronic Permit and Administration System, or ePAS. This approach is commensurate with TJNAFs commitment to achieve the highest standards of safety and quality. ePAS, which integrates risk assessment into the identification of work categories and the application of controls, shall be used to manage hazardous work activities at Jefferson Lab.
